
Situated on 2.18 acres at Second Avenue between Van Buren and Fillmore streets in downtown Phoenix. It is slated to include a 44-floor residential tower that will be 541 feet tall, surpassing the 483-foot former Chase Tower as the tallest in Phoenix. An adjacent tower will span 34 floors and rise 424 feet. The development is will span approximately 1.8 million square feet and will be organized around two primary towers. The north tower is designed to reach 541 feet, while the south tower is expected to rise to 425 feet. Together, the towers will accommodate a mix of residential, hospitality, office, and retail uses, positioning Arro as a significant multiuse destination within Downtown Phoenix.
“Downtown Phoenix’s tallest tower being a residential building is emblematic of the transformation into a lifestyle district,” said Connor Devereux, director of market analytics for CoStar Group/Homes.com. “The influx of retail, entertainment, transit, and university expansion has reshaped the area for a new generation.”
The hospitality component will be branded as The Optimist, a 250-key luxury lifestyle hotel planned for the north tower. This north tower will also include a 380-unit Class A+ residential component, creating a concentration of higher-end housing alongside the hotel offering. Plans also call for a rooftop restaurant in the north tower, adding a food-and-beverage element that is expected to enhance the project’s overall appeal and activation.
Current designs call for approximately 150,000 square feet of Class A office space, targeting users seeking modern workspace in the Downtown Phoenix core. The project also includes about 30,000 square feet of retail and restaurant space, designed to serve both building occupants and the surrounding neighborhood.
